YAKUBU DOGARA, SPEAKER, HOUSE OF REPRESENTATIVES, AT A PUBLIC HEARING ON THE BILL FOR AN ACT TO ESTABLISH THE NIGERIAN INTELLIGENCE AGENCY PENSION BOARD (HB. 842), AND ON THE BILL FOR AN ACT TO ESTABLISH THE CHARTERED INSTITUTE OF PENSION PRACTITIONERS OF NIGERIA (HBS. 726 & 727), HELD AT THE HOUSE OF REPRESENTATIVES, NATIONAL ASSEMBLY, ON THURSDAY, 16TH FEBRUARY, 2017.

It gives me great pleasure to welcome all of you to this Public Hearing organized by the Committee on Pensions of the House of Representatives. This Public Hearing is sequel to the passage of the Second Reading of the above stated Bills which mandated the House Standing Committee on Pensions to carry out further in-depth legislative action on them for eventual passage into Law. It is on the strength of that mandate that we are gathered here today for this Public Hearing so as to garner the opinion of relevant stakeholders on the merits or otherwise of the proposed Bills.

2. Two of the Bills, HB. 726 entitled “A Bill for an Act to Establish the Chartered Institute of Pension Practitioners of Nigeria and for Related Matters, 2016” and HB 727 entitled “A Bill for an Act to Establish the Chartered Pension Institute of Nigeria and for Related Matters 2016” being similar in title and content, has been consolidated. The Bills seek to confer on the Institute, the responsibility for determining the standards of knowledge, qualifications and skills to be attained by such persons seeking to become Chartered Pension Practitioners and to review those standards from time to time as circumstances may require.

Yesterday, the Senate held a public hearing on the Bill to establish a North East Development Commission to help in the rehabilitation of areas affected by Boko Haram. These are my thoughts on this bill.

Saraki's Remarks at the Public Hearing on the North East Development Commission Bill

It is my pleasure to be here with you today to declare open the public hearing on this very important bill, The North East Development Commission Bill, 2016.

Distinguished colleagues, our invited guests, it is very hard to under-estimate the importance of this bill. This is especially so, in the context of what we as a nation especially the North Eastern part of our country have gone through and endured in the last 7years. The North East has endured unprecedented pervasive brutality, satanic barbarism meted out against them; Christians and Muslims alike, young and old, men and women by the activities of Boko Haram.

For 7 years, innocent citizens of our dear country Nigeria suffered untold destruction of both private and public properties worth billions of naira. In an orgy of un-abating and indiscriminate attacks on the Nigerian state and its circularity, they employed everything destructive to threaten our national security and socio-economic stability; maiming, bombing, attacking every institution that would help us remain a virile and united nation.
